The CHDACN program was born directly from the existential dread of the 1950s and 1960s. Following the Soviet Union’s development of intercontinental ballistic missiles and hydrogen bombs, French civil defense authorities realized that traditional government centers in Paris were indefensible. The solution, initiated under the secret “Réseau National de Transmissions” (National Transmission Network), was to decentralize governmental survival.
