This is almost always a "ticket" issue. Use a tool like Checkpoint to back up your saves, delete the game + update + DLC, reinstall, and restore the save.

Open the tool and load your base NSP, update NSP, and DLC NSPs. Select the option to "Build Multi-Content File."
